Uganda's initiative to require university degrees for primary school teachers aims to enhance the professionalism and quality of education. However, experts warn that without a clear transition plan, transparent re-grading, verified payroll adjustments, and ongoing funding, the reform may not succeed. Despite recent salary increases for some teachers, many degree-holding educators remain stuck on the low U7 and U6 salary scales, similar to those with only certificates, indicating a deeper structural issue.
