The Communications Authority of Kenya (CA) has issued new draft guidelines on how telecommunications operators should deactivate and recycle mobile numbers left unused for extended periods. Under the proposed framework, providers may only begin deactivation and recycling after a line records zero revenue-generating activity for three consecutive months.
