Uganda's National Identification and Registration Authority (NIRA) is seeking to hire thousands of workers to clear a backlog of more than 5.4 million uncollected national identity cards, Parliament was told. According to Watchdog Uganda, NIRA Executive Director Rosemary Kisembo attributed the service-delivery bottleneck largely to inadequate staffing after a temporary mass-enrolment and renewal programme expired.
